Opens a thread in the right category of the Cyclop forum, from the machine,
with the system report attached if the user wants it: system, edition,
kernel, session, processor, memory, graphics, and the last program that
crashed.
Nothing in that report identifies anybody: no user name, no machine name, no
licence key. The window shows the exact text before it is sent.
